EPAS
1. Why was EPAS created and what is its role?
Created in 2007, the Enlarged Partial Agreement on Sport (EPAS) is the Council of Europe’s intergovernmental cooperation platform in the field of sport.
It currently brings together 41 member States, which meet within its Governing Board and its Statutory Committee. In addition, the EPAS Consultative Committee brings together sports organizations and NGOs that actively contribute to its work.
EPAS aims to strengthen cooperation on sports policy among its member States, address contemporary challenges, and ensure ethical and transparent governance of sport, in line with the Council of Europe’s core pillars: the rule of law, democracy, and human rights.
2. What principles and instruments underpin EPAS’s action?
EPAS bases its work on the European Sports Charter, the Council of Europe’s reference instrument for inclusive, educational, and sustainable sports policies.
It promotes sport as a force for the common good, a driver of cohesion and social progress, and supports member States in designing and implementing sports practices that are safer, more ethical, and more accessible to all.
