About the Monegasque Organizers of the Conference

Sport and child protection are among the priorities of the Princely Government for its Presidency of the Committee of Ministers of the Council of Europe (May–November 2026).

This Ministerial Conference therefore fully aligns with the objectives of this Presidency and aims to contribute to reflections and the exchange of best practices in these two areas.

The organization of the Conference is based on close collaboration between:

• The Department of External Relations and Cooperation, responsible for coordination with the Council of Europe and for the preparation of all events related to the Presidency of the Committee of Ministers, on the one hand; and
• The Department of the Interior, which, through the Directorate of National Education, Youth and Sports, is responsible for the implementation of sports policies in Monaco, on the other hand.

Placed under the responsibility of Ms. Isabelle BERRO-AMADEÏ, Minister of State Counsellor for External Relations and Cooperation, this Department implements the Principality’s foreign policy, notably through its participation in international fora, the monitoring of Monaco’s international commitments, and its international cooperation policy.

Placed under the responsibility of Mr. Lionel BEFFRE, Minister of State Counsellor for the Interior—who will preside over the Conference—this Department is responsible, among other things, for the Principality’s public policies in the areas of security, education, youth, and sport.

In this capacity, the Department of the Interior oversees the Directorate of National Education, Youth and Sports, which is responsible for implementing the Princely Government’s policy in three sectors that are essential to the cohesion and development of Monegasque society:

• National Education: The Directorate ensures the organization and administration of the entire public education system—primary, secondary, technical, and higher education. It oversees the implementation of educational reforms, the quality of teacher recruitment and training, and the proper supervision of private education. The academic and university guidance of pupils and students is also a key focus of its action.
• Youth: The Directorate designs and implements policies and initiatives aimed at supporting young people in their educational, personal, and civic development. It promotes dialogue with youth associations and movements, and supports projects that contribute to young people’s personal growth, participation, and sense of responsibility within the Principality.
• Sport: The Directorate manages public sports facilities and ensures coordination with the sports federations and associations that use them. It promotes the harmonious integration of sport into school curricula and develops plans for the expansion of physical and sporting activities, particularly within educational settings.

Through the Directorate of National Education, Youth and Sports, the Department of the Interior thus works to provide everyone—and particularly the young people of the Principality—with an educational and sporting environment conducive to personal fulfillment, the development of responsibility, and well-being.
