About the Conference
The 19th Council of Europe Conference of Ministers responsible for Sport will be held in the Principality of Monaco on 3 and 4 November 2026.
Organized by the Governing Board and the Secretariat of the Enlarged Partial Agreement on Sport (EPAS), together with the Princely Government, this Conference will bring together representatives of the Council of Europe member States and observers, as well as members of EPAS and/or Parties to the European Cultural Convention.
Held under the overarching theme “Safer and Healthier Sport for All Children,” the Conference will focus on two sub-themes:
- Ways to prevent, detect, and respond to violence and abuse committed against and by children;
- Sport as a means of protecting and promoting children’s physical and mental health, as well as their overall well-being.
This Conference will serve as a high-level platform for dialogue among Ministers, senior officials, experts, and representatives of the sports movement. It will offer a unique opportunity to strengthen European cooperation and to develop common strategies to detect and prevent violence in sport, protect children, and promote their health, well-being, and personal development through sports practice.
On the occasion of the Conference, the tenth anniversary of the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (CETS No. 218, known as the “Saint-Denis Convention”) will be celebrated on 3 November 2026. The meeting of the Saint-Denis Committee will also be hosted in the Principality.
On the sidelines of the Conference:
- A cocktail dinner will be organized on 3 November at the Oceanographic Museum of Monaco;
- A gala dinner will be held on 4 November at the Fairmont Hotel.
